Important New Requirements for NCTS 6 / ICS 2 in Poland

Poland is introducing new requirements in connection with the implementation of NCTS 6 and the mandatory ICS 2 declarations.

Although Poland is an NCTS 6 opt-in country, the implementation of the full NCTS 6 functionality has been postponed until further notice.

In the meantime, the Polish customs authorities have announced new requirements for the handling of customs procedures.

Below are the requirements that will come into effect on 1 June:
Departure from the Polish border with destination in Poland:
  • NCTS declaration with security code “1”
Departure from the Polish border with destination outside Poland:
  • NCTS declaration with security code “0”
  • ICS 2 declaration
  • Presentation Notification for the ICS 2 MRN
  • Inclusion of the ICS 2 MRN as a previous document of type N355 in the NCTS declaration

“Wait” Scenario

To help our customers manage this new process in Poland, TransitNet has introduced the “Wait” scenario.
When ICS 2 is selected as an additional service in TransitNet, the system will ask the user whether they wish to wait for the ICS 2 MRN before submitting the transit declaration to the customs authorities.
For transit movements originating in Poland, it is strongly recommended to select the “Wait” option, as the ICS 2 MRN is required in the transit declaration.
If the user selects the “Wait” option, the standard declaration submission process will continue; however, the transit declaration will not be sent to the customs system until the ICS 2 MRN has been received.
The transit declaration will remain in the “Accepted by the Holder of the Procedure” status until the ICS 2 MRN is received.
This ensures that customers have a complete and compliant set of declarations ready for submission to the customs authorities.

Presentation Notification for ICS 2

Under the new requirements, a Presentation Notification for the ICS 2 MRN must be submitted to the Polish customs system.
The notification should be submitted when the vehicle has arrived at the border and is ready to present the goods.
