As of October 29, 2024, there will be a change in the customs transit process. From that date, you will no longer use the declaration system New Computerized Transit System (NCTS phase 4), but NCTS 5. This transition means we will work with a new application that complies with European legislation according to the Union Customs Code (UCC). This will bring changes for companies that use the customs transit process.
What does this mean for you?
Software
The main changes are in the software. The message structure will change and the declaration in NCTS 5 will have more layers than in NCTS 4. The new application will also have more functionalities.
Two new workflows
Within the transport process, there will be two new workflows: the office of incident and the office of exit for transport. Within NCTS 5, the transport and export processes are linked.
What else will change with NCTS 5?
Deadline
On Tuesday, October 29, the New Computerized Transit System (NCTS phase 4) will be replaced. From that moment, your company can only submit transport declarations NCTS 5. Therefore, make sure you are connected on time.
The transition period from July 1 to October 1, 2024, will be canceled. Companies will switch to NCTS 5 all at once. From Tuesday, October 29, you can only submit new transport declarations in the new system (NCTS phase 5).
If you submit transport declarations via NCTS before October 29, you can still handle them in NCTS 4. You will temporarily use two systems alongside each other.
Guarantee
To use the customs transit procedure with NCTS, you must have provided a guarantee. Even with the transition to NCTS 5, you must provide a guarantee for the customs transit procedure.
After the transition from NCTS 4 to NCTS 5, you can no longer create new declarations in NCTS 4. Therefore, the reference amount will no longer be charged there. As a result, the reference amount is no longer taxed there. Transport movements may still be open in NCTS 4 temporarily, while new transport movements are already taking place in NCTS 5. The associated possible amount owed to Customs for ‘old’ shipments will be credited back to the NCTS 4 reference amount after termination of transport. A transport movement that has started in NCTS 4 must also be completed in NCTS 4.
Transfer of reference amount
Customs will transfer the reference amount from NCTS 4 to NCTS 5, regardless of guarantee, authorization, or exemption.
