Commission introduces simplified guidance for EU Deforestation Regulation Implementation

The European Commission has introduced new simplifications to support the implementation of the EU Deforestation Regulation (EUDR), which enters into application later this year. The updates aim to reduce administrative burden and improve clarity for Member States, companies, and international partners.

As part of this initiative, updated guidance documents and an expanded Frequently Asked Questions (FAQ) have been published. These updates address feedback from businesses and third countries, and offer clearer instructions on demonstrating compliance with EUDR requirements for deforestation-free products.

Key simplification measures include:

  • The option for large companies to reuse existing due diligence statements when reimporting goods;
  • The possibility for authorised representatives to submit statements on behalf of group members;
  • Annual submission of due diligence statements instead of per shipment;
  • Streamlined due diligence obligations for downstream operators.

These steps are expected to reduce administrative costs for companies by up to 30%, ensuring more efficient and harmonised application of the Regulation across the EU.

A Delegated Act clarifying the Regulation’s scope has also been published for public consultation. In parallel, the Commission is finalizing a benchmarking system to assess countries’ risk levels, due for adoption by 30 June 2025.

To support implementation, the Commission continues to offer extensive training and outreach, including webinars, guidance videos, and technical support, in close cooperation with global partners.

The EUDR aims to ensure that products placed on the EU market do not contribute to global deforestation or forest degradation — a core objective in the EU’s broader environmental and sustainability goals.
