From May 17, 2025: CERTEX controls on Ozone-depleting substances (ODS) for imports and exports

Starting May 17, 2025, Dutch Customs will begin verifying declarations related to ozone-depleting substances (ODS) through the CERTEX system. CERTEX is the platform that connects EU customs systems with relevant non-customs systems. It enables Customs to access and cross-reference external data in real-time.

One key control will involve checking whether a valid license exists in the European ODS Licensing System for every ODS-related declaration.

CERTEX specifically monitors the correct completion of key data elements. The main document codes involved include:

• Y791
• Y792
• Y793
• Y797
• Y798
• Y799
• L100
• E013

Additional scrutiny will be applied to document codes Y792 and Y793, under joint supervision by the Human Environment and Transport Inspectorate (ILT) and Dutch Customs.

It is crucial that the correct document codes are included in every customs declaration, as CERTEX verifies this per shipment. Since the appropriate code depends on the product’s exact composition, we kindly request that you provide the applicable ODS-related document codes via email with each request for customs clearance.

Submitting incorrect or incomplete document codes can lead to fines or other regulatory penalties. Customs and relevant authorities treat these regulations with the utmost seriousness.

Key requirements for ODS-related customs declarations:

  • A valid licence in the European ODS Licensing System
    • The ozone-depleting potential of the substances involved
    • The total mass and weight of ODS in the shipment

Please note: CERTEX will eventually cover a total of 11 mandatory non-customs formalities. The next phase will focus on the import and export of F-gases.
