From September: Specification Notice of Payment Deadline (MAB)

Starting from September 2024, companies submitting customs declarations will receive a monthly specification with the Notice of Payment Deadline (MAB). This decision follows the termination of the Overview of Submitted Declarations (OGA), which made it harder for companies to reconcile customs administration with their own records. Below, you can read more about this specification and the technical issue that occurred in the DMS system, causing some declarations to be charged twice.

Contents of the Specification

The specification accompanying the MAB will include the following information:

  • Charged declarations
  • Invalidated declarations
  • Payments on the guarantee

This information will be sent via email to the email address registered with Customs for the respective company.

Implementation and Future Plans

From September 2024, you can expect the specification with the MAB.

Additionally, Customs is working on developing specifications for the MABs prior to September 2024. Once these are available, Customs will send them to you. In the long term, the goal is to ensure that all necessary data is available via MijnDouane.

The Importance of the Specification

Companies submitting customs declarations operate with guarantees, meaning that the provided guarantees the duties to be collected via a declaration through DMS, DECO, and AGS. The MAB, sent after the end of the calendar month, contains the total amount due and the payments on the guarantee. Previously, these data were checked against the OGA. The transition to a new financial administration, where non-taxed declarations are no longer included, led to the discontinuation of the OGA. This has caused inconvenience and many questions from companies.

Technical Problem in DMS

There was a technical issue in the DMS system causing some declarations to be charged twice. This issue affected declarations that were provisional before April 20 and finalized between April 20 and May 21. A double booking occurred between the declaration system and the financial administration, but your guarantee showed the correct status. The problem has since been resolved, and corrective actions have been taken. You can expect a refund for the double-charged declarations between July 12 and July 19.
