As of January 1, 2025, the Netherlands Food and Consumer Product Safety Authority (NVWA) will introduce a series of changes to its fee structure. These adjustments aim to more accurately cover the costs of official inspections and control activities, in line with national and European regulations. The changes are primarily driven by the new CAO Rijk 2024–2025 and the integration of Kwaliteitskeuring Dierlijke Sector (KDS) B.V. into the NVWA.
Key Changes
Fee Adjustments:
- Tariff increases due to higher labor costs (average +11.5%).
- New fees for TSE sampling in slaughterhouses and occupational health assessments.
- Export certification fees for pollinators and microbiological plant protection products.
KDS Integration:
From January 1, 2025, KDS will be fully integrated into the NVWA. This results in higher costs for post-mortem inspections in red meat slaughterhouses. To allow businesses time to adapt, 86% of the cost increase will be temporarily compensated by the government in 2025.

Why These Changes?
These adjustments align with government policy to ensure cost-recovery for services, within the framework of the European Control Regulation (EU 2017/625). They also provide a fairer cost distribution and contribute to food safety, animal welfare, and more efficient certification processes.
