New regulations for organic imports from March 1, 2025

The import of organic products into the EU will be subject to stricter regulations starting March 1, 2025. Importers and customs brokers must prepare for a revised process in which the Certificate of Inspection (COI) plays a central role. This document will be the only valid proof for correctly importing organic goods into the EU.

What’s changing?

Previously, an exit declaration was often used as temporary proof of clearance. This will no longer be accepted. Instead, a COI must be submitted via TRACES and officially approved by SKAL before a shipment can enter the EU market.

What does this mean for importers?

  • Timely and correct COI submission: The document must be complete and accurate, including all required attachments such as invoices and transport documents.
  • Changes to customs procedures: The customs declaration must include document code C644 along with the COI number.
  • Consequences of errors: If a COI is not correctly submitted, the product may lose its organic status. This could lead to repackaging, destruction of the shipment, or contract loss for suppliers.

How to prepare?

To avoid fines and operational delays, importers and freight forwarders must ensure compliance. Proper training on the new regulations and correct use of systems like TRACES is essential.
