As of March 31, 2025, the Dutch Chamber of Commerce (KVK) has introduced a simplified process for issuing Certificates of Origin (CVOs). These certificates may now be printed on plain white paper – the use of pre-printed forms is no longer permitted.
What does this mean for you as an exporter?
SGS Maco is fully adopting this change immediately. From now on, all CVOs requested through us will be:
- Printed on plain white paper – pre-printed forms are no longer accepted
- Delivered as secure PDF files – featuring the official layout, digital signature, and a QR code for validation
- Easier to manage, share, and store
This means time saved, reduced postage costs, and no more frustrations with documents getting delayed or lost in the mail.
What action is required?
If you used to print CVOs yourself using pre-printed forms, you’ll be asked to choose your preference with your next application:
- Do you want to receive a PDF and print it yourself?
- Or would you prefer that we print and send it to you?
In both cases, the certificate will now be printed on white paper.
What about international acceptance?
The KVK has tested this extensively, including a pilot with Heineken, and has not encountered acceptance issues abroad. The Netherlands is not the first country to take this approach – similar documents are already in use in France and the United Arab Emirates.

Important: This change only applies to Certificates of Origin (CVOs). For EUR.1 and EUR-MED certificates, pre-printed forms are still required.
