The previously announced changes to the Rotterdam Regulation and the implementation of CERTEX have been revised. Dutch Customs has confirmed that the planned implementation on 1 April 2026 will not take place, and the Rotterdam Regulation will remain in force.

CERTEX was to be introduced for the veterinary chain (CHED-P), which would have resulted in:

Following concerns from the business community and a legal reassessment, it has been concluded that:
