The Dutch Customs Authorities are continuing the rollout of the Certex system, further advancing the digitalisation of import control processes.
Veterinary consignments and Certex integration
System integrations have already been implemented for several product categories where customs declaration control and product-specific assessments are handled by different authorities. This includes international cultural goods, products containing F-gases, and goods with ozone-depleting substances.
In the coming period, veterinary consignments will also be gradually integrated into Certex (CHED documents).
From 27 June 2026, Certex will become mandatory for CHED-P IVV. From that date, a Certex notification must be submitted prior to transport to inspection facilities.
The existing Rotterdam procedure will remain in place, but the digital pre-notification becomes a mandatory step in the process.
Rollout of Certex for warehousing and customs procedures
In addition to inspection processes, Certex will be extended to other customs procedures, including:
- customs warehousing
- simplified declaration (SDE)
- entry in the declarant’s records (IIAA)
The introduction of Certex for warehousing is planned for 19 September 2026. SDE is targeted for 31 October 2026 and IIAA for 12 December 2026. These dates remain indicative and subject to change
