Important new requirements for foreign carriers
The Polish government has signed into law significant new requirements for foreign carriers performing transport operations in Poland. The new requirements concern foreign carriers who perform transport operations to, from and through Poland.
From 1 November 2024, all non-EU registered foreign entities performing transport operations under a Polish road permit, ECMT license, exemptions from these permits, or a cabotage permit must notify their transport operations in the SENT system.
EU registered foreign carriers performing transport operations to Poland from non-EU countries or from Poland to non-EU countries will be subject to these obligations from 1 January 2025.
Intra-EU carriages and cabotage operations by EU registered carriers are not subject to SENT notifications.
All such transports will need to be pre-registered in the system SENT – Przewóz towarów objęty monitorowaniem (SENT) – puesc.gov.pl
All foreign companies will need to register in SENT to be able to submit the pre-registrations. Details about how to register and how to create the pre-registrations are provided at this link – ( link to PDF)
There is a mobile application which can be downloaded and which allows the possibility to create the pre-registration – Aplikacje mobilne – puesc.gov.pl . The application name is “SENT DOSTAWY”.
