On Tuesday 21st January 2025 at 00:59:59 CET, all signatories of Common Transit will migrate their NCTS systems to the post transition period setup of NCTS 5.
The end of the transition period will be a challenging time for all customs authorities and economic operators.
Most of the changes which take place in this transition will be in the messaging structure between transit providers and customs.
SGS have managed the main changes for NCTS 5 in the back end so the impact on the user is minimal.
However as the transition rules will end it is important to be aware of the main changes which impact the user;
-The restriction on the number of House of Consignments ends and new rules allow up to 1999 House of Consignments within one transit declaration – this means that declarations can be created with multiple consignors and the split functionality will be disabled (apart from in the Netherlands).
– Maximum number of good items per transit declaration is 1999.
– HS codes will be mandatory in all cases regardless of whether there is N830 (export declaration).
– Reference fields for Documents are increased from 35 characters to 70 characters.
– Decimal places for Gross Mass and Net Mass are increased from 3 decimals to 6 decimals (This matches with AES).
– Place and Country of Loading are mandatory in all cases (even when Security = 0).
