Croatia – Important information for NCTS 6
Croatia as an opt-in country for NCTS 6 will implement NCTS 6 functionalities from 00:00 CET on June 1st 2026.
In preparation for the activation of NCTS 6 functionalities, Croatia has informed of some downtime planned on the 31st May 2026.
- Until 18:00 on the 31st May, it will be possible to submit declarations in the old format.
- From 18:00 to 22:00, it is not possible to submit declarations in old format or request amendments, but already existing declarations may be processed.
- From 22:00, the NCTS system will be unavailable
- From 00:00 on the 1st of June, the NCTS Phase 6 system becomes available
- From 06:30 on the 1st of June, NCTS Phase 6 functionalities becomes available in TransitNet
NCTS 6 in Croatia
SGS TransitNet is ready for full NCTS 6 functionalities in Croatia.
There are some important new requirements for NCTS 6 in Croatia.
NCTS 6 will introduce the idea of combined declarations. A combined declaration is a declaration submitted with security “1” or “3”. A combined declaration covers the requirements for an ICS 2 declaration which means a separate ICS 2 declaration will not be required.
A combined declaration should be used when;
- Goods of non-EU origin enter Croatia at EU entry point
- Goods (no matter the origin) will exit the EU and then reenter the EU in Bulgaria (Bulgaria is also an opt-in country for NCTS 6 so supports the use of combined declarations from another NCTS 6 country to cover ICS 2 requirements)
In Croatia, to submit a combined declaration, it is mandatory that the type of declaration is “D”. A declaration type “D” is a pre lodged declaration which requires a separate Presentation Notification to be submitted to finalize submission to customs system.
Pre lodged declarations allow amendments of the declaration under the same LRN for up to 30 days after submission.
It remains possible to submit standard declarations (type A) with security “0” or “2”.
TransitNet is ready to submit combined declarations from Croatia from June 1st at 00:00.
