Important new requirements for NCTS 6 / ICS 2 in Poland

 

Poland will implement new requirements in connection with the launch of NCTS 6 and mandatory ICS 2 declarations.
Poland is an opt-in country for NCTS 6 but has delayed the launch of full NCTS 6 functionalities until further notice.
Meanwhile, Polish customs have informed of new requirements to manage the customs processes.

 

See the requirements which will come into effect as of June 1st below;

Departure PL border and destination Poland:

  • NCTS declaration with security “1”

Departure PL border and destination outside Poland

  • NCTS declaration with security “0”
  • ICS 2 declaration
  • Presentation notification for ICS 2 MRN*
  • Include the ICS 2 MRN as Previous Document type N355 in NCTS declaration

The “Wait” scenario

To assist our clients to manage this new process in Poland, TransitNet has implemented the “wait” scenario.

When ICS 2 is chosen as an Extra Service in TransitNet and at time of declaration submission, TransitNet will ask the users whether they want to wait for the ICS 2 MRNs before the transit declaration is submitted to customs.

For transits from Poland, it is highly recommended to choose to wait as the ICS 2 MRN is required in the transit declaration.

When the user chooses to wait, the normal declaration process will proceed, however, the transit declaration will not be submitted to customs system until the ICS 2 MRN is received.

The transit declaration will be held in Accepted by the Holder of the Procedure status until the ICS 2 MRN is received.

This ensures clients have a fully compliant set of declarations ready for presentation at customs.

 

Presentation notification for ICS 2

As part of the new requirements, a presentation notification for the ICS 2 MRNs must be submitted to Polish customs system.

This notification should be submitted when the truck is at the border and ready to present the goods.
