Important news – New Requirements in Poland for transits to Turkey
The Ministry of Finance in Poland has issued a new directive which requires traders to provide specific documentation when trying to start the transit procedure for certain goods from customs offices in Poland. This directive mainly affects goods under the European Unions list of sanctioned goods which are travelling on a non-Polish export declaration to Turkey.
As part of the new directive, traders wishing to start the transit procedure at Polish customs offices for goods transported to Turkey will now be required to provide the following documentation in Polish language (in case of translations, they must be completed by sworn translator);
• The contract for the sale of the goods including registration data of the consignee (registered address, identification number, date of registration, names and surnames of persons on the board of directors)
• Confirmation of payment for the goods
• Statement from the consignee that the goods will not be re-exported to countries on the European Union’s sanctions list
• Statement from the producers of the goods that they are aware who is the seller and the buyer of the goods, they know who the end-user is and the intended use of the goods, and that the transaction does not raise concerns about the possibility of bypassing international sanctions
Starting the transit procedure will not be possible without such documentation. It is also possible that certain customs offices will refuse to process transits for such goods even if this documentation in available.
In cases where a transit is submitted from customs of departure in Poland but not yet processed at departure, it can also result in the Export declaration being blocked which creates additional complications for trucks which decide to start their transit in another country.
For this reason and to avoid unnecessary complications at customs in Poland, SGS is advising all of our clients who wish to start transit declarations for such goods in Poland, to move the start of their transit to another country until further notice.
