NCTS 6 / ICS 2 – Important new requirements for several countries
On the 1st June 2026, new requirements regarding NCTS 6 and ICS 2 will come into effect.
TransitNet is ready to manage the new requirements. Below, we list the countries affected and new requirements;
Bulgaria
From 1st June 2026, ICS 2 declarations will be mandatory for all road and rail units entering Bulgaria – this includes all vehicles from Türkiye.
Bulgarian customs authorities have confirmed that for transit declarations from Türkiye, the MRN of the ICS 2 declaration should be included in the transit declaration from Türkiye as previous document type “N355”.
TransitNet offers users the ability to request ICS 2 as part of a transit declaration. When the user chooses the ICS 2 extra service, at submission of the transit declaration the ICS 2 declaration will also be submitted.
A new functionality has been implemented which allows users to choose to “wait” for the ICS 2 MRN before the transit declaration is submitted – choosing the “wait” option will ensure that the transit declaration is submitted and automatically includes the ICS 2 MRN.
This ensures the drivers have a valid transit declaration including the ICS 2 information at the border as requested by Bulgarian customs.
Croatia
As an opt-in country for NCTS 6, Croatia will activate NCTS 6 functionality on June 1st 2026.
As part of NCTS 6 implementation, for transit declarations starting in Croatia at entry border to EU, it becomes mandatory to submit a transit declaration with the following specifics;

- Declaration type should be type “D”
- Security should be “1” or “3” – this covers ICS 2 requirements and means a separate ICS 2 declaration is not required
TransitNet will fully support NCTS 6 declarations from Croatia including these specifics which ensures that our clients will have fully compliant transit declarations from June 1st 2026.
As part of the declaration type D process, it is also necessary to submit a presentation notification in advance of presenting the goods at the border. The presentation notification can be submitted directly from TransitNet.
Poland
Poland is an opt-in county for NCTS 6 and will activate NCTS 6 functionality on the 1st June 2026.
Similar to Croatia, it is possible to cover ICS 2 requirements for road/rail movements entering the EU at the border, by submitting a transit declaration with the following specifics;

- Declaration type should be type “D”
- Security should be “1” or “3”
- Presentation notification should be submitted before the goods are presented at the border
Poland also offers the possibility to submit transit declarations in the following way;

- Security “0” or “2”
- Declaration type “A”
- ICS 2 MRN added as Previous Document code N355 (the ICS 2 declaration should be submitted at least one hour in advance for road movements / 2 hours in advance for rail movements)
From the 1st of June 2026, TransitNet will support the submission of declaration type “A” with security “0” or “2” including the ICS 2 as previous document type N355 (wait scenario)
The functionality to submit declaration type D with security “1” or “3” will be added in TransitNet in the very near future.
Serbia
Serbia is also an opt-in country for NCTS 6 and will activate NCTS 6 functionalities from the 1st of June 2026.
NCTS 6 functionality allows declarations to be submitted with security “1” or “3” which means separate ICS 2 declarations are not required when entering the EU via Croatia and Bulgaria as these two countries are also both NCTS 6 opt in countries.
For Hungary and Romania, a separate ICS 2 will be still required as these are NCTS 6 opt out countries and do not support NCTS 6 declarations.
From the 1st of June 2026, TransitNet will support the submission of declarations with security “0” or “2” with the ability to submit a separate ICS 2 declaration and automatically include it in the transit declaration as previous document code N355 (wait scenario).
The functionality to submit NCTS 6 declarations with security “1” or “3” will be added in TransitNet in the very near future.
Several other countries will begin in NCTS 6 as an opt out country on the 1st January meaning that security in those countries will be restricted to “0” or “2”.
Those countries are;

- RO – România: OPT-OUT 01/06/2026 (have indicated that they will become opt-in at some stage)
- TR – Turkey: OPT-OUT 01/06/2026 (have indicated that they will become opt-in at some stage)
- GB – (Great Britain): OPT-OUT 01/06/2026
