ENS mandatory in Great Britain from the 31st October 2024

 

Since the UK left the European Union back in 2021, there has been a waiver on the requirement to provide Entry Summary Declarations (ENS) for goods entering Great Britain.

 

This waiver will end on the 31st October 2024 and from that date, it will be mandatory for all goods entering Great Britain to have lodged a separate ENS declaration to the Safety and Security Great Britain (S&S GB) system.

 

A Safety and Security Declaration (ENS) is used by GB border authorities to analyse the potential risk caused to their territory by goods crossing their border. It is the responsibility of the active carrier of the goods (in this case the transport company) to submit the ENS declaration.

 

TransitNet will offer our approved clients a full ENS service in Great Britain in the following forms;

 

1. ENS GB as part of a transit declaration – TransitNet will reuse the data from the transit declaration to create a separate ENS declaration at request of the client

2. ENS GB as a standalone declaration – for those clients who do not use transit to enter Great Britain, it will be possible to create a separate ENS declaration directly in TransitNet

 

Once the requirement to create ENS declarations becomes mandatory, it will however remain optional to declare the ENS reference numbers in the Goods Vehicle Movement Service (GVMS) until further notice.

 

Northern Ireland operate a separate ENS system (ICS NI) and the current situation, which is not affected by changes on the 31st October 2024, is;

 

1. Goods coming direct from the EU (not passing through GB) – ENS is not required

2. Goods coming from non-EU countries including Great Britain – ENS is mandatory
