France – Obligatory Logistics Envelope (ELO)

 

A new logistics envelope will be introduced in France on the 1st April 2025.

ELO will be used to manage movements between France and the UK (similar to how GVMS manages movements between the UK and other EU countries).

 

Between April 1st and September 1st the use of ELO will be optional. From September 1st 2025, the use of ELO will be mandatory for all movements between France and the UK. It will be mandatory to declare all declaration reference numbers in the ELO depending on the direction of travel (export MRN, ENS MRN, transit MRN, etc.,)

 

If traders wish to use ELO between April 1st and September 1st , it is necessary to submit ENS to the new ICS 2 system. Only ICS 2 declarations as an ENS declaration will be accepted in ELO.
