Important information for users of NCTS

 

The rollout of ICS 2 continues and on April 1st 2025, ICS 2 for movements which enter the European Union by road will be mandatory.

 

However, for users of NCTS and transit, the requirements are specific depending on the country of entry to the EU (country of departure for transit).

 

In general there will be a five month transition period from April 1st 2025 to September 1st 2025 before ICS 2 becomes completely mandatory for road movements.

 

During this period, some countries may also connect their ICS 2 and NCTS systems as part of NCTS 6 upgrade – this will mean those countries will continue to use the ENS data from a transit to cover the ICS 2 requirements even after September 1st 2025.

 

SGS have consolidated the plans for ICS 2 and NCTS 6 for some of the more important countries for our clients – the below table indicates in which country a separate ICS 2 declaration will be needed and when, even if NCTS is used;

The table will be updated as more information arrives – the information in the table is subject to change as there are ongoing discussions at EU level on whether to extend the deadlines of ICS 2 and NCTS 6.
