NCTS Phase 6 & ICS2: New Customs Requirements
As of 1 June 2026, the European Union has reached another major milestone in customs digitalisation with the end of temporary derogations linking the New Computerised Transit System (NCTS) Phase 6 and the Import Control System 2 (ICS2).
From now on, all consignments entering the EU customs territory must be covered by a valid Entry Summary Declaration (ENS). Depending on the country of departure, this information must either be submitted directly through ICS2 or included in a combined transit declaration under NCTS Phase 6 for participating (“opt-in”) countries.
For economic operators, the changes mean that customs software, declaration processes and data exchange procedures must be fully aligned with the new technical specifications to avoid delays or rejected declarations.
The deployment of NCTS Phase 6 is also progressing across Europe, with additional Member States completing their migration during 2026 as part of the EU Customs Code implementation roadmap.
