Lithuania to start in NCTS 5 on Sunday the 1st of December 2024

 

Lithuanian customs have announced their timeline for transition to NCTS 5.

 

From Sunday 1st of December at 08.00 a.m. CET (9.00 am local time) it will not be possible to submit new transit declarations in NCTS 4 version – NCTS 4 will stop working at that time.

 

Between 08:00 CET and 20:00 CET on Sunday 1st of December, the NCTS system in Lithuania will be shut down – during this period no new declarations can be submitted to the customs system.

 

At  20:00 CET (21.00 LT local time) Lithuanian customs plan to activate the NCTS 5 system – from this time new transit declarations can only be made in NCTS 5 format.

 

TransitNet will allow the preparation of NCTS 5 declaration on Sunday 1st from after 08:00 CET but those declarations will not be submitted to customs until 20:00 CET or until further confirmation from Lithuanian customs that the new system is active.

 

Important information regarding ENS declarations

 

With the implementation of NCTS 5 in Lithuania, Lithuanian customs will no longer use the security data in a transit declaration to cover the safety and security requirements for entry into the European Union via Lithuanian borders.

 

Previously a transit declaration submitted with security data from the Lithuanian border was enough to cover these requirements.

 

However from the 1st December 2024, it will be mandatory to provide a separate Entry Summary Declaration (ENS) to the Lithuanian customs.

 

There are two possibilities to submit ENS – either to ICS2 or to send ENS to old Lithuanian customs declarations processing system (MDAS).
